The Economic Roundup is an excerpted translation of the Chinese-language ROC Economic Yearbook published by the Economic Daily News, a sister publication of the Taiwan Economic News. The yearbook is the most comprehensive and authoritative source for understanding the fundamentals of Taiwan's economy, both in the macro and micro aspects. The excerpted translation gives foreign readers a concise view of the island's overall economic picture. By the end of 2005, the number of establishments of entertainment and cultural services surpassed the 20,000 mark for the first time, to 20,710, for growth of 3.6% over the previous year. Their revenues totaled NT$89.22 billion approximately in the year, down 3.4% from the previous year. Total employment reached 28,876, down 707 or 2.4%. Average monthly pay reached NT$30,167, inching up NT$93 or 0.3%. Due to changes in the structure and the concept of consumption in the society, local people commonly emphasize recreational activities. In order to satisfy the needs of various kinds of consumers, in recent years players presented various fresh forms of recreation and entertainment. The incompleteness of administrative measures, however, often enabled some businessmen to take advantage of legal loopholes to conduct illegal businesses.

Due to restrictions of conservative laws and regulations and the strict conditions for the location of establishments, the majority of businesses in the line cannot obtain legal licenses for their operations. In order to protect the security of local people in their recreation and travel, the government should endeavor to conduct efficient administration of businesses in the line, as well as establish a security inspection system for their facilities and require them to buy liability insurance for public accidents. In the aspect of cultural development, the government should actively implement the overall community development program and develop innovative cultural industries. In addition, with the implementation of the five-day workweek system and the spread of the concept of recreation and health care, large business groups will march into the recreational and entertainment industry, and health and recreational clubs will become increasingly popular in the future.
