Taiwan Levies Antidumping Duties Retroactively on Korean and Chinese SS Suppliers

Taiwan's Ministry of Finance (MOF) announced earlier that its definitive antidumping duties on imports of stainless steel from China and South Korea will be levied for five years retroactively from August 15, 2013, when the imposition of provisional duties in the same case began.

According to the MOF, imported stainless steels involved in the case are ANSI type SUS301, 304, 304L, 316, 316L and 312, including stainless steel coils, plates and other products of this kind 4.75mm and below in thickness. In Taiwan, those types of stainless steel are widely applied in making wheel covers, car body parts, kitchen sinks, electronic parts and components for household appliances, LCD displays, windows, handrails, elevators, storage tanks, pipelines, motors, hydraulic presses, cable cars, containers, etc.

Directorate General of Customs under the MOF noted that the imports in the case are subject to antidumping duties from 20.18% to 38.11% depending on degree of damage caused to the local industry.

The antidumping case was initiated by local manufacturers, including Yieh United Steel Corp. and Tang Eng Iron Works Co., Ltd., in July, 2012, after which the Taiwanese government began imposing provisional antidumping duties on August 15 on the Chinese and Korean culprits, based on dumping margins found in a months-long investigation.

Among the Chinese stainless steel importers involved in the case, Shanxi Taigang Stainless Steel Co., Tianjin Taigang Daming Metal Product Co., Ltd. and Taiyuan Iron & Steel Group's subsidies are subject to a punitive duty of 20.18%, and the remainder to a 38.11% rate. Meanwhile, 8 Korean importers, including Pohang Iron And Steel Co., Ltd., are penalized with a 26.53% antidumping duty, along with others in the case being subject to 27.65%. (SC)
